Exact image dimensions

Hello

I have designed a shop sign for a friend, which is 460 cm x 80 cm. I need to email the .cdr image to the printers.
What is the best way to resize or scale? I've looked in "page set up", but not sure if this is the correct way.

Sorry, one more question: Is there a way to line up different pieces of text and or images without having to zoom in and hope for the best?
