Exact definition of layer 0

Is layer 0 just for the use of creating blocks so when you insert them on a drawing they will insert to the current layer? It is my understanding you DO NOT want to put, for instance, your titleblock on x-reference layer 0. The same I know at least is that objects shouldnt be placed on defpoints layer, like a viewport. That layer is for information for dimensions. Nor should defpoints or 0 be frozen. Anyway I would apprecuate if someone could tell me or point me to info more clearly defining this layer instead of assumptions. Thanks.
 
Layer 0, is just a default layer within AutoCAD. Over time, (primarily because it is non-descriptive), it has become the accepted standard for creating block geometry. Most CAD shops use this as a standard and it therefore makes sharing blocks a simpler task. So, as a general rule, (just a general rule, not cast in stone), you want to create all of your block geometry on this layer, and then insert your block on the appropriate layer (something other than 0).

It's generally true you don't want to insert your blocks/xref's on layer 0. If you need to freeze this layer, and all of your block geometry has been created on layer 0, regardless of which layer you have inserted your block, your block will no longer be visible either.

I am trying to convince some individuals who havent been using cad that long that IT DOES matter whether you place an xref on 0 or not. They think it doesnt matter, because they have no clue about what layer 0 is for, and they are not quite yet grasping the idea of bylayer either. Problem is it is a young engineer that thinks they know everything. Funny thing, prior to me telling them, they were always freezing 0, and as suspected always had plotting problems. He is coming around slowly.
