Exabyte VXA format error

I am using Arcserve V11.0 with an Exabyte VXA autoloader and am trying to format some tapes. Unfortunately, when I choose a tape and then the format option, it returns an error that says "Device <1> Format failed! DEVICE ALREADY LOCKED."

I cannot find anything on this anywhere. Does anyone have any suggestions?
