Everytime I open an email in Micros

Everytime I open an email in Microsoft outllook 2000 and try to respond, I am unable send a response with the old message attached. It defaults to New mail format.
Please help

If I’m understanding correctly....

Tools | Options | Click E-mail Options

there’s a drop-down for actions to take on replies and forwards.
