Every Visit to the Page Setting

We have an issue with a Real Time Web application that requires the IE setting "Every Visit to the Page". We are accessing this application through a portal link. The problem that we are having is that the portal keeps refreshing or reloading all of the graphic information with this setting and it is causing our servers to bog down severly - it has actually brought down the AS400 and Unix Servers a couple of times. The AS400 and Unix boxes are what run the portal. Our application is not having any problems.

Any suggestions for how this could be addressed? How do others run with this setting without any problems? Any help with this is greatly appreciated.
 
Would it be possible to modify the link on the web portal page to point to a blank/nongraphic page? If so, then you could try workarounds on this blank page in hopes of achieving the goal (My first thought is having this 'blank page', do an automatic redirect to your application). If this would work, the IE 'every visit' setting hopefully would not be required.
