|Every light on the front of the H|P 6110 Constantly Blinks

Everything blinks about 5 times per second.

I opened up the printer and the ink cartridges would not move to the center of the printer to be replaced.

There are no paper jams.

There is nothing on the menu.

Tried switching to a different outlet - no effect.

The printer blinks even with the fax line and the USB cable removed.

Any ideas, or is this hunk of HP crap DOA?
