EVERY FILE OPENS AS A LOCKED LAYER?? 1

Hi I have a problem I use PS 6 and everytime I open a file such as a jpg, png etc or any file for that matter it shows up in the layer window locked, and can't be unlocked.
So I have to duplicate the layer and then delete the original locked layer.
Is there something wrong here?

Double click the Background layer and it turns into layer 0.
Then it's unlocked.

That "backround" layer you see is indication of a flattened image. Most printers wont accept unflattened art work and require image formats like .tif and .eps. A .psd is the only format available for retaining layered information which your printers will only ever request in the event they want to be able to correct anything before they render a tiff for their output device. Layers are something native to photoshop (or any other copy-cat app.) and not native to various format standards such as: .jpg, .gif, .tif etc. That locked backround layer you are seeing is Photoshops way of telling you that you are safe to save as... to any of the standard formats.
