EventID:2102 MSExchangeDSAccess

I am running Exchange2000 cluster on Windows 2000 server. this morning we had some issues with the server as server which has active cluster was not responding. i had to reboot the server to bring back the cluster. while looking at the event logs, i see this error message
Process MAD.exe all domain controller servers in use are not responding
and then it lists the domain controllers. i see this message every 2 hrs. Can anyone please help me understanding this error and also help me resolve this error message
