Event Viewer WINS Error 4202

After configuring WINS on my 2nd DC, I created a replication partner with my main DC since then, I started receiving multiple errors including the one below.


"An attempt to connect to the remote WINS server with address 10.10.100.243 returned with an error. Check to see that the remote WINS server is running and available, and that WINS is running on that server."

Any ideas as to a resolution?

Server OS: Windows Serer 2003 Enterprise SP2 with all the latest updates other than Septembers.
