Event View: WINS server error

I'm new to this network admin stuff and I need help with this simple problem in the Event Viewer. We have a couple of servers, and it's looking for the WINS server in the PDC.

Event ID: 4202
Source: Wins

Description:
An attempt to connect to the remote WINS server with address 192.168.1.42 (another server) returned with an error. Check to see that the remote WINS server is running and available, and that WINS is running on that server.

How do I go about solving the problem. Where do I go to start this WINS server.
