I am receiving event id: 5715, (the partial synch. relpication of the sam database from the PDC completed succesfully) every 5 minutes in the event log. Anyone have any ideas.
 
That event ID may not be an error. Typically a PDC will replicate the modifications that have transpired to its SAM database every 20 minutes to available BDC's. This value however can be modified to replicate sooner if you so wish. Do you know if any other administrators at your site have made any registry modifications to your server?

I normally get this event when I make a change in user manager, but I'm getting it every 5 minutes.
 
Sounds as if the netlogon.chg file is corrupt. This is the file that holds all the changes to the SAM in between synchs. If it is you will have to delete this file on all the DC's in your domain and restart each server. I don't have the relevant KB articule number handy, but if you search the KB with the file name you should find it.
