The fix you are referring to only applies to NT Advanced Server 3.1 (Microsoft Article Q130922). For NT 3.51/4.0 Microsoft does have information about the issue so here is a copy of the article from Microsoft(Q139607):

SYMPTOMS
A Windows NT Server that is replicating files to 40 or 50 Windows NT Workstations is records an event 2022 message every 15 minutes. Example event message:
Date: Event ID: 2022
Time: Source: Srv
User: N/A Type: Warning
Computer: NTSERVER Category: None
Description:
The server was unable to find a free connection 4 times in the last
60 seconds.

STATUS
Microsoft has confirmed this to be a problem in Windows NT. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
