Event ID 15: "Device\Harddisk1\DR1, is not ready for access yet"

I just partitioned and formatted a brand new 80 GB Western Digital IDE HD in a brand new generic desktop computer with an ASUS P4S8X motherboard and a 2.4GHz P4. I noticed that it was taking about 3 minutes to bring up the W2K desktop. After installing only Office 2000 and Norton Internet Security 2003 and then rebooting, the computer automatically reboots every time just before the desktop comes up (and would continue to do that potentially forever.) I can get in in Safe Mode, where the Event Viewer, System Log has dozens, if not over a hundred entries, many occurring at the same second, most of which read "Event ID 15: The device \Device\Harddisk1\DR1, is not ready for access yet." There's only one hard drive installed (the WD IDE HD mentioned above - on the Primary channel), and one IDE CD ROM on the Secondary.

Does anyone have any idea what's going on??
