Event ID 115

I have a website, which has been running fine for a while. Today morning, I noticed that even though the initial page loads, the subsequent pages do not load. The event logs show this up,
Event ID : 115
Source : w3svc
Description : The service could not bind instance X.

I looked for the error info in,

and verified all the suggested remedies, but that didnt help. The connection between the web and DB server is fine.

I am also unable to open a ODBC connection from web to the DB server, but I am able to ping, et al.

Please advice.
What could be wrong.
