Event ID 1030 and 1058 on all Domain Controllers

I am having an issue after adding a 3rd DC to our network. The new DC was for one of our sites. I installed windows 2003 standard, ran DCPROMO and made it a GC. I added the site in Sites and Services, linked it to the main site and added a subnet for the site. Everything seemed to work. When I look at the event viewers on all my DCs I am continually logging event id 1030 and 1058 and I can not make any changes to the Default Domain Policy. It says I do not have permission and I am logged in as the the Domain Admin. I ran dcdiag and netdiag and it seemed to run ok.
