event id 1003/ slow internet

I am getting an error 1003 on one of my Citrix boxes (metaframe 1.8 nt 4.0 TS),

It states:
source: TermService

The description for Event ID ( 1003 ) in Source ( TermService ) could not be found. It contains the following insertion string(s): .


For some reason the description is not there so its making it more difficult for me to find. We are having trouble with our internet speed (intranet is fine) which the cable company verified that it was something on our network slowing it down. Could this be a cause? Any help would be appreciated.
