Event Configuration not opening. Resource not available error

Hi
When I click Event configuration, I get the following error,
"Another event configuration process is already running,
Could not lock configuration file /etc/opt/OV/share/conf/C/trapd.conf
Error 11.Resource temporarily unavailable"
I did a ovstop and ovstart, still the problem exixts.
I would appreciate if anyone responds to this query
