event 9661 with no IMF installed

The app event log on our Exchange 2003 server is registering event 9661 for the MSExchangeIS service, with the following description:

The Unsolicited Commercial Email default filter level has been updated. The new value is 8.

The problem is that we haven't installed the Intelligent Message Filter on our server, and (according to the MS Help And Support link) these events should only
be generated when the IMF is installed. Any idea where these are coming from?
