Hello Guy,
I have one of these isdn simulators ,I dont have a user manual or any software.

Global ISDN Switchtype = basic-net3
ISDN BRI0/0 interface
dsl 0, interface ISDN Switchtype = basic-net3
Layer 1 Status:
ACTIVE
Layer 2 Status:
TEI = 64, Ces = 1, SAPI = 0, State = MULTIPLE_FRAME_ESTABLISHED
Layer 3 Status:
0 Active Layer 3 Call(s)
Active dsl 0 CCBs = 0
The Free Channel Mask: 0x80000003
Total Allocated ISDN CCBs = 0

This is the output from one of my routers ,the layer 3 is down ,
my feeling is that the eumex 322pci needs to be configure to pass the traffic end to end
 
Layer 1 and Layer 2 both look good, MULTIPLE_FRAME_ESTABLISHED is kind of the money line for layer 2.

Here's a question, has anything in the router caused a call to attempt to be made?

Layer 3 won't come up without valid traffic.
 
Also I don't see any SPIDs configured, I've not used a simulator before so my experience is only with the phone company but I'd normally expect to see SPID1 Configured SPID1 Sent, SPID1 Valid, etc.

Debugs may be helpful when you try to make a test call.

I am trying to ping from r1 to r2 ,should the ping not activate this link(interesting traffic).
 
Run the debugs while you try your ping and post the results here, it may help us to get a better feel for what's going, it may also be helpful to put up a show run on the router keeping in mind to remove any information like passwords or publicly accessible IPs
