Eula Agreement keeps launching on Outlook 2003 startup 3

I have one machine here that launches the EULA Agreement each time that the user starts Outlook 2003. I just did a fresh install on a new machine yesterday and I have never seen this problem before. As usual Microsoft does not even have a Knowledge Base yet so I have nowhere to look for answers but here. Any help would be greatly appreciated as I hope that I do not need to do a reinstall.

i have exactly the same problem, did you find a resolution

Log on with Admin rights, click any of the office eulas and you won't see it again. (Until you update or patch anyway).
