This one cost me a support call to Computer Associates, so I thought I would share the solutions.
After a new clean install of ITM, the console opens fine but the Agent will not. It would try, then show Http 404, Page cannot be displayed. The fix is to copy the spin.conf file from a working PC of the same ITM version (ie v8.0, 8.1). This file is found at c:\program files\ca\shared\itechnology\spin.conf.
For some reason, my install did not include that file. The CA tech said he had seen this happen a few times before, but had no explanation.
Also, if you have problems with Agent occasionally not displaying certain pages, just go into you IE Security Settings and add to your trusted sites list.
