Ethernet's "Link" LED

Can someone please explain me why Ethernet's "Link" LED comes immediately up when connecting to other Ethernet device? Is there some constant voltage on TX+ TX- pins or it's a result of layer 2 protocol action or something else?

Ethernet devices send a Linkbeat signal when connected to the network. This is so other network devices can recognise that they are there. It is because of this link beat that a light comes on when you connect a device to the hub. It is simply the device telling you that it is able to "see" the network
