When running Ethernet (Cat 5e) in a building what is the general rule of thumb for the distance between florecent lights and power? 6"?

6 inches should be your minimum. If you can get more distance it would be better.
 
We generally route the cabling so that it is not directly above the rows of florecent lights. If it does go over the light fixtures, we aim for 18" of clearance above the fixtures (luminaires according to the new electrical code).
