/etc/TIMEZONE edit, must I reboot?

I have edited the /etc/TIMEZONE file and I am looking for a way to find and re-run the process that reads this file at boot time. Any suggestions or Ideas out there? I would like to avoid bringing a production machine down just for this simple change.

I know that if you change timezone info in " /usr/share/lib/zoneinfo " you have to run
zic -v <your timezonefile> to make the changes immediate so this might be the same.
