Establishing a surround video website

Hi,

I would to be able to host a surround video enabled site using ASP or any other tools/languages for that matter, but I'm at lost on how to go about it. A user should be able to navigate 360 degrees in all coordinates (North/South/East/West), zoom in, zoom out...basically, it would be similar to msn's carpoint, check out:
I don't know what type of camera/video/lenses equipment that i need, what software, ASP programming codes that i need to do.

Any ideas and suggestions would be greatly appreciated! thanks!
