ESA 911 and 9911

I am setting up ESA and having an issue when dialing 9 911 that it does not show in ESA on the OSDN or audit. When I dial 911 it shows in ESA OSDN and the audit I think I need an entry 1 but the call fails when I have an entry 1 for 9911 . Also it appears that I could only have the OSDN on one phone is that correct?

I have an SPN for 911 but nothing for 11.

You SPN should on be 11. Callers pick-up their phone and dial 9 (AC1) access code, then 11.

I do have a SPN 11 but the staff still disl 9 911.
I need to be able to dial both ways 911 and 9 911

When 911 is dialed th eeas tracks the call but the ESA does not track the 9 911 I need a way to route the call to esa when 9 911 is dialed
