I have a Hp designjet 430 an when I try to print I get the following error Error writing to LPT1 test page device not connected retry or cancel the job. I have a deskjet 610 and it is printing fine with usb connection. I have checked to make sure the ports are enabled in bios and device manager I have also install another paralell card and receive the same error on it. The pc sees and installs the printer with no problem but will not print.

Try a new printer cable. If you're using an older printer cable, that doesn't support full communications back from the printer, or if your printer cable is damaged, that will cause issues.

That's assuming you're using a parallel printer cable (because you said you were getting an error writing to LPT1, which is a parallel connection).

If you're using a USB printer cable, and you're getting an error writing to LPT1, then you don't have your port set properly in your printer settings, and you're trying to print to a port that isn't connected to anything. :)
