Error while starting "named" in AIX

Hi guys,
'am trying to configure nameserver on AIX 4.3.3, I created all the required files with the appropriate information. the files are:
named.boot
named.data
named.rev.192.168.1
named.local
resolv.conf

SO after finishing editing the files, I tried to start the named daemon by using startsrc -s named but the following error has arised,

# startsrc -s named
0513-015 The named subsystem couldnot be started.
Please check subsystem resources and try again later.

please help me out,

Hi,
'am new to aix, 'am not able to find the "named" in usr/sbin,infact 'am not able to find named in the entire aix system,please help me out with wut all the filesets I have to load.
HELP ME OUT PLEASE......
