Error while register a .DLL

Has anyone seen this error before I have tried everything I could to resolve, I am about rebuild as a last resort here is the error: unable to register the DLL/OCX: loadlibrary failed;code 998. invalid access to memory location.

If you got any AntiVirus programs that are on or have script blocking turn them off, try that.
