Error when useing netconfig on Catalyst 4000's

Im trying to use netconfig to push new passwords to Cisco 4000's. When testing it I receive an error of:

Could not establish a telnet session to device 1.1.1.1: PGM_NM=Configuration Archive:6759:Type=unassigned message type::Failed to send password to remote host:Did not get device prompt

Attributes show OK on read/write, telnet, enable secret, with the rest showing up as nothing to test.

Im running Netconfig 3.3 with the following patch,
Resource Manager Essentials 3.3 Incremental Device Update 2.0.

So it looks like nobody has seen this error before?
In that case can anybody tell me if they have had any luck pushing configuration changes to Cat4000's?
 
The reason this caught my eye is because I'm having a similiar problem but with CAT5000's. It's not a telnet problem but a device inventory problem that I'm having.
Have you tried deleting the device and then re-discover it?
That's what CISCO got me to do (it didn't help me but it may help you)
