Error when trying to open designer in crystal 7.0

Using crystal reports 7.0 and i have opened Info Desktop on my computer and I can not seem to view the design view. When I right click and ask for design I get the following error message
"Fail to stat the program; make sure it is on the path." I have set the ODBC identically to the home source.
