error when trying to access port 110

I am trying to setup a FC3 mail server. I can read mymail with webmin. but when i try and setup my client machine or telnet (server) 110 I get a connection refused. could any one please help i am a newbie to linux

I added to accept destination to port 110 TCP I hope this is correct
