Error when running reports from Client - BCM 3.6 + RCC

When trying to run a report from an XP workstation (RCC running on Windows 2000), I am experiencing the following error:
ActiveX can't create object. "WebReportBroker9.WebReportBroker"
Has anyone run into this in the past?
I am able to properly run reports directly from the RCC server using

http://localhost.....

This problem only happens when the clients access the RCC server over the LAN.
