Error when creating a site from a newly installed template

I downloaded a template from the Microsoft site and used stsadm to install it on my server. All seemed to be well all the way through to checking Solution Management and seeing it there and marked as Globally Deployed. I then went to my root site and attempted to create a new sub-site using the temmplate. The template name appeared in the list of Application Templates as expected, but when I attempted to complete the site creation I got the following error message:

Feature '75a0fea7-c966-4e74-b74e-8f77e7bae175' is not installed in this farm, and can not be added to this scope.

I dug around on the MSDN lists and found a reference to similar problem being solved by using stsadm to activate the resource, but when I did that I got the same message.

So, what the heck is Feature '75a0fea7-c966-4e74-b74e-8f77e7bae175', where can I find it and how do I get it installed?

PS - the attempts to add the site using this template have also resulted in three sub-sites that don't work and that I can't find a way to get rid of. Any suggestions on removing the partially created sub-sites?

And, I've now determined that '75a0fea7-c966-4e74-b74e-8f77e7bae175' refers to something called 'EPEventsList'; I guess that's progress :).
