my problem is this,a workstation cant adopt a group policy defined in a domain specefied user. But the workstaion permit the user to logon..but then the dfined folder redirection and the dektop has not applied for that user,instead the group policy will adopt,the local policy is being adopt.

It sounds like the user is logging in locally. Is the user logging into the domain
