Error System could not log you on

We have an NT domain and have installed a Windows2000 server as a member.
Windows 2000 has Citrix XPa installed.
All the latest patches have been applied to Win2K & Citrix XPa.
All products including Terminal Services on the Windows 2000 server are fully licensed.

Terminal Server is in Application mode.

But every time we try to log on as a user who is not an administrator or in the administrator group (Local & Domain)we can't logon, "System could not log you on" error appears then another error appears saying license limits have been reached.

However loging on as adminisrator or making a user member of administrator group allows login without any problem.

We have checked permission for ICA connections & given users rights to logon locally but still get the same errors.

Can anyone help please, this is very frustrating.

Are you running a logon script for the users....??? Does this map Network Drives or shares...??? Are the permissions on these OK....???
 
No logon scripts or network drives, just a share on the c: drive with full access to EVERYONE.
 
Have you installed and activated connection licenses as well as the XP license?

This symptom will appear if there are no connection licenses available.
