error running scripts, "couldnt spawn child process"

When i try to run a cgi script it says "[Sun Mar 25 21:38:57 2001] [error] [client 127.0.0.1] couldn't spawn child process: c:/program files/apache group/apache/cgi-bin/test.pl" . I put the exact path to my perl interpreter and it still doesnt work.
