Error running Access Manager - Batch Maintenance

Hi,
I'm trying to do some batch maintenance on users in Access Manager but get the following message when I try to run AccessAdmMaint.exe both in Windows and on the command line: "An error occurred while reading the runtime configuration settings".
I am working with Cognos 8.4 and AM v7.4.
Can anyone suggest what might be the problem?
