Error: "Required .DLL File not found" on PB App start up

When I try to startup either PB 6.5 or PB 7.0, I immediately get this error message: "A required .DLL file PBSYS60.DLL (or PBSYS70.DLL) was not found."

Both versions of Powerbuilder were stable and running under Windows 98 on my laptop and desktop. The laptop applications started getting this error last week but I thought it was the hard drive or system memory. NOW I can't start up the applications on my destop either. I've rebooted, searched for the files (they're there), checked to ensure the SYBASE directory is still in my path after booting up (it is), and reloaded at least one of the applications (PB 6.5) with no luck.

Any suggestions? HELP! I'm on a deadline! Thanks for any help.
