Go to the location of your Cognos products and launch Access Manager Configuration Wizard. Complete the information to point to your appropriate Directory server. Once you've done that, you should be able to publish to Upfront.
If you have Access Manager Admin installed on your pc, you can just set your default Directory Server, then go to Tools, Runtime Configuration, and enter the appropriate information. This will also fix the problem.
