Error publishing reportset

I am getting an error message when trying to publish a new reportset or republish an old reportset. At the point that you have to choose a newsbox for the report it locks up with a "message tunnel failed:" timeout error getting back to the IWR server. I am running cognos 7, had MR2 loaded and thought that was the issue, so I backed out upfront and IWR to go back to MR1, and the problem still exist. Any help would be great.
