Error publishing Outlook 2003 form

I am running Exchange Server 2003 and using Outlook 2003. I recently created a custom Contact form and want to publish it to the Organizational Forms Library. When I click the Publish button, I get the following error: "Unable to successfully publish the form due to a MAPI error. The form cannot be installed because you do not have owner permissions". I went to the Exchange Server, Exchange System Manager and went to the Public Folders and selected to View System Folders. I then went to the EFORMS REGISTRY. When I right-click on it, I do not get any properties. I am trying to look for a place to set client permissions. According to the error message, I don't have the correct permissions to publish the form. However, I am not seeing a place to set the correct permissions. Does anyone know where I set the permissions I need to Publish to the Organizational Forms Library?
 
You can grant the permissions thru Outlook, just right click the public folder and choose properties\permissions.
 
I looked in Public Folders and I don't have a folder for Organizational Forms Library or anything like that.
 
You don't have to find that folder, all you have to do is rigth click the folder you want to install the form in and give yourself permissions.
 
I am confused. I want the form to go into the Organizational Forms Library, not a Public Folder.
 
Try going into Exchange Systems Manager and giving your account full rights at the top of the Public folders then pushing the rights down thru all the folders.
