Error: Print Queue ID cannot be read

We did a NW 4.11 to 5.1 server migration this past Saturday. After installing the new server in the NDS tree and copying over the files from the old server to the new server, we renamed the new server so it had the same name and Internal IPX number as the old one. We also changed the info on the old server so there would be no conflicts. Logins and file access be test users was fine. HOWEVER, printing was another issue. When we tried to create print queues on the new sever, we would get this message ...

"Print Queue ID cannot be read. Verify the Queue volume and mounted and try again."

We applied the service pack and did everything that the Novell Knowledge base suggested, such as run DSREPAIR. We ultimately discovered we could create the queues on a 4.11 server that still was in the tree. That provided us with a short term fix. However, that server also needs to be upgraded and we can't have this issue occur again. Anyone have any suggestions or anyone encountered this before? Any solution?

Have you copied the queues folder from the old server to the new server - the queues folder can be set up on any volume and are you set up as a user/operator of the new queues?
