Error: Oracle ODBC could not be accessed, reinstall driver

I have been succesful in installing the Oracle ODBC 8.00.06.00 on most computers in our company. However, there are a few that give back an error to reinstall the driver even though the driver already exists. I reinstalled the driver and I get the same error. I also get this error when I try to intall the Oracle ODBC driver on a computer that has the driver installed on someone else's profile. The odbc32.dll is in C:\winnt\system32

Does anyone know how to work through the Oracle ODBC errors?
