Error on Win NT startup

I have an error message when I log in as a public user on my system stating "Cannot find file C:\Programs". When I boot into administrator this error does not appear. I have searched through the registry & all of the settings appear find. And all of my startup progams are running. Any suggestions as to what this may be?
