error occurred creating report object

I am getting the error in the subject from one of my applications when trying to run the Crystal ActiveX Viewer Version 11. I know it is a permissions error because when i set the user as admin on the Web server they can run the viewer with no problem. But when i remove them as admin and set their security at the file level they get the error. These uses have full rights on the appliction folder that uses the CRViewer.dll. Any ideas?
