ERROR MSG (appcfg.exe - ENTRY POINT NOT FOUND)

I am getting an error message as above. The citrix server is running fine, the problem occurs when running Publish application manager.
The message says..."The procedure entry point Check TokenMembership could not be located in the dynamic link library ADVAP132.dll"
Any ideas would be greatly appreciated
