I suppose you take an error on your request. Documentation of oracle says :
Cause: A search condition was entered with an invalid or missing relational operator.
Action: Include a valid relational operator such as =, !=, ^=, <>, >, <, >=, <=, ALL, ANY, [NOT] BETWEEN, EXISTS, [NOT] IN, IS [NOT] NULL, or [NOT] LIKE in the condition.
What's product of cognos do you use? What is your database connexion? What's your request? What is your oracle version?
Do you use a cognos catalog or your type your own request?
