I am working with wss 3.0 and I am trying to create a list by doing the import spreadsheet option. But after type in a title for the list and then the location, click import, it gives me an error message "You are not authorized to view this page" HTTP 403 Forbidden. I am not sure why this happening because I am the adminstrator and do have full control access. Has anyone encountered this and have a fix for it?

Is the site collection locked (restricted) to some level? It might be set to No Access, Read Only or No Additions - I think these can all yield the standard http 403 error.
You can check this status through the farm admin console (Site Quotas and Locks) or with [tt]stsadm[/tt] ([tt]stsadm -o getsitelock -url xxx[/tt]).
