Error message on win 98

I am attempting to dual boot 2 OS's onto a laptop computer and partialy successfuly done it. The 2 OS's are win 98 and win xp. Win xp runs great and allows me to access the internet. Win 98 wont allow me to run the drivers disc and I have the following error :

The SETUP.EXE file is linked to missing export KERNEL32.DLL:GetSystemDefaultUILanguage

I have absoluetly no idea what this is or means! Can someone help me with this please?

What driver disk are you trying to run?

Have you tried to update the driver through Device Manager instead of running setup?
